- He is an intelligent boy with a very difficult background. He is in dire need

His character is
moody and changeable, quite unreliable unfortunately. The orphanage cannot
guarantee a stable college career (which he would be perfectly capable of
managing intellectually). They fear he might misbehave.
It would be a pure act of faith to support him, with the risks of
discontinuation included.
